The Belgian Presidency of the Council, on behalf of the European Union (EU), has officially signed the protocol to include provisions on cross-border data flows in the existing agreement between the EU and Japan for an Economic Partnership. The protocol, aimed at ensuring the free flow of data and addressing potential obstacles, was signed by Hadja Lahbib, the Minister of Foreign Affairs, European Affairs, and Foreign Trade.
The protocol is designed to enhance legal certainty, specifically preventing data flows between the EU and Japan from being hindered by unwarranted data localisation measures. This development aligns with the EU and Japan’s shared commitment to upholding rules on data protection and promoting the digital economy.
Hadja Lahbib emphasized the importance of this achievement, highlighting the significant role that the EU and Japan play as two of the largest digital economies globally. Lahbib stated, “Data governance and cross-border data flows are crucial to the development of digitalization and of the global economy and society.”
