EU And Japan Strengthen Digital Ties With Cross-Border Data Flow Agreement

The Belgian Presidency of the Council, on behalf of the European Union (EU), has officially signed the protocol to include provisions on cross-border data flows in the existing agreement between the EU and Japan for an Economic Partnership. The protocol, aimed at ensuring the free flow of data and addressing potential obstacles, was signed by Hadja Lahbib, the Minister of Foreign Affairs, European Affairs, and Foreign Trade.

The protocol is designed to enhance legal certainty, specifically preventing data flows between the EU and Japan from being hindered by unwarranted data localisation measures. This development aligns with the EU and Japan’s shared commitment to upholding rules on data protection and promoting the digital economy.

Hadja Lahbib emphasized the importance of this achievement, highlighting the significant role that the EU and Japan play as two of the largest digital economies globally. Lahbib stated, “Data governance and cross-border data flows are crucial to the development of digitalization and of the global economy and society.”

The agreement signifies a major step forward in fostering collaboration between the EU and Japan in the digital realm, providing a solid framework for data management and exchange. The protocol is expected to contribute to the continued growth of the digital economies of both regions while ensuring adherence to high standards of data protection.

“This milestone underscores the mutual understanding of the pivotal role that data governance plays in the digital age, reinforcing the commitment of both the EU and Japan to facilitate the global free flow of data. The protocol is set to pave the way for increased cooperation in the digital sphere, promoting innovation and economic development on an international scale”, states Lahbib.
