The 19-year-old midfielder will join the club on July 1 on a free transfer and signed a contract until June 2029.
Bischof made his senior debut in March 2022, becoming the youngest player ever to appear for Hoffenheim in the Bundesliga.
After several infrequent outings for the first team and further games for the second team in the fourth tier over the following two seasons, he finally broke into the team properly this season.
“Tom Bischof is one of the biggest German talents, who’s also attracted international interest. At the age of just 19, he’s already gained a lot of experiences in professional football,” Bayern sporting director Christoph Freund said.
“Tom is an ideal fit for our philosophy as a technically gifted midfielder. We’re pleased he’s decided to take his next steps at Bayern. Tom has all the attributes to establish himself at the highest level.”
He has two league goals so far this term and has shown himself adept with set pieces.
The Germany under-21 international’s arrival was a slight surprise given Bayern are otherwise busy trying to tie down a host of first teamers on new contracts.
Manuel Neuer, Joshua Kimmich, Thomas Müller, Leroy Sané and Alphonso Davies are all out of contract in June, while Bayern also want to extend top star Jamal Musiala’s deal.
They are also in the market for a young goalkeeper but Cologne are playing hard ball over Jonas Urbig.
Hoffenheim losing their top talent in Bischof for free is symptomatic of the chaos that has reigned in the boardroom over the last year.
The south-western side are fourth-bottom in the Bundesliga.
