BRUSSELS (CHATNEWSTV) — European Union education ministers on Monday agreed on a roadmap that could lead to a future joint European degree, a step they say will strengthen the global competitiveness of European universities and deepen cross-border academic collaboration.
In a pair of documents adopted during a Council meeting in Brussels, member states endorsed both a recommendation establishing criteria for a new joint European degree label and a resolution outlining a phased path toward a fully-fledged joint degree by 2029.
“The agreements reached today bring us a step closer to one of the key strategic priorities for the future of higher education in the EU,” said Polish Deputy Minister for Science and Higher Education, Andrzej Szeptycki. “They represent an important milestone in our efforts to deepen European cooperation in the higher education sector and reinforce its global standing.”
The joint degree label, which could be awarded to collaborative academic programs involving universities in at least two EU countries, is intended to certify quality, ensure mutual recognition of qualifications, and underscore a shared European academic identity.
According to the Council, the label will build on the Bologna Process — an intergovernmental effort aimed at harmonizing higher education systems across Europe — and act as a marker of compliance with high academic and institutional standards.
Quality and mutual recognition central to new model
The Council recommendation calls for agile and internationalized quality assurance processes, enabling institutions to remain responsive to societal challenges. It also encourages automatic mutual recognition of academic qualifications across EU member states — a long-standing goal of the bloc’s education agenda.
A separate annex lays out potential “building blocks” for developing a new quality assurance framework tailored for alliances of universities — many of which already operate joint degree programs under the Erasmus+ initiative.
The Council said the European Commission’s March 2024 higher education package served as the foundation for the current move. That package sought to strengthen the EU’s higher education system through improved career pathways and a harmonized recognition framework.
In November 2024, the Council adopted the first of those proposals — a recommendation on sustainable and attractive academic careers — further underlining the EU’s commitment to a more integrated academic space.
Supporters say the joint degree initiative will make European degrees more visible and appealing on the international stage, especially amid intensifying geopolitical competition and shifting student mobility trends.
