EU Unveils Digital Portal to Streamline Declarations for Posted Workers

The European Commission has unveiled a new initiative to ease the administrative burdens faced by companies posting workers across the European Union.

According to a news update posted by European Union Directorate for communication, the move is to simplify the complex paperwork, the Commission proposed a single digital declaration portal designed to unify and streamline the process for businesses, allowing them to use a single form instead of navigating 27 different national systems.

“This is a major step towards reducing the time and costs companies face when sending workers abroad,” said an EU Commission spokesperson.

“We estimate that it will cut down the time spent on declarations by an average of 73%.”

Simplifying Bureaucracy, Enhancing Cooperation
The proposed digital portal is intended to support the five million posted workers currently active in the EU’s single market—employees who temporarily provide services in another EU country on behalf of their employer. By using a single standardized form available in all official EU languages, companies can bypass the need to navigate the varying requirements of each member state.

The portal aims to enhance cooperation between EU countries by integrating into the existing system that monitors compliance with worker posting rules. This integration is expected to lead to greater transparency and a stronger enforcement of regulations.

“The new system will make it easier for authorities to inspect and ensure compliance, thus better protecting the rights of posted workers,” the Commission spokesperson added.

Voluntary Participation and Worker Protection
Participation in the digital portal will remain voluntary for EU countries. However, those that adopt the system will benefit from reduced administrative costs, contributing to the EU’s broader goal of decreasing the reporting burden on businesses by 25%, as set out in the EU’s “Long-term Competitiveness” strategy.

According to the Commission, the simplification of the process will help combat non-compliance and boost transparency in worker postings.

“This tool is not just about easing paperwork; it’s about safeguarding workers’ rights across borders,” emphasized the EU spokesperson.

COVID-19 and Frontline Workers
This new measure comes as Europe continues to reflect on the crucial role played by workers on the frontline during the COVID-19 pandemic. Portraits of essential workers—healthcare professionals, delivery drivers, and sanitation staff—have become a symbol of resilience and sacrifice throughout the crisis. With the introduction of the digital declaration portal, the EU is hoping to provide better support and protection for the millions of workers who contribute to the continent’s economy, especially during challenging times.

As the proposal moves forward, the Commission hopes it will gain traction among member states eager to embrace a more unified, efficient approach to managing cross-border work, while safeguarding the rights and welfare of Europe’s workforce.
