HELSINKI, Oct. 10, 2025 (Chatnewstv.com) — Finland and the United States have signed a landmark memorandum of understanding to deepen cooperation in the design and construction of icebreakers, in a move that underscores both nations’ commitment to Arctic security and maritime innovation.
Finnish President Alexander Stubb and U.S. President Donald Trump inked the agreement during a meeting in Washington on Wednesday, with Finnish Prime Minister Petteri Orpo in attendance. The memorandum lays the groundwork for commercial contracts between the U.S. Coast Guard and Finnish companies, including plans for four of America’s 11 new icebreakers to be built in Finland.
“This is the kind of positive news Finland needs,” Orpo said. “The Finnish government and ministries have been working for months to achieve concrete results. Closer cooperation with the United States is very important to Finland’s maritime industry, economy, and employment. The historic joint meeting with the President and Prime Minister reflects the strong relationship between our countries. I am very happy that the U.S. is placing its trust in Finland.”
The agreement marks the first time the United States will construct icebreakers outside its borders — a milestone for Finnish shipbuilding, long recognized for producing some of the world’s most advanced ice-class vessels.
According to Foreign Minister Elina Valtonen, the partnership strengthens Arctic security and ensures operational readiness for allied nations.
“This partnership is based on Finland’s and the United States’ shared goal of strengthening the development and security of the Arctic,” Valtonen said. “At the same time, we are securing the Alliance’s ability to operate and its critical capabilities as the strategic importance of the Arctic and polar regions grows.”
The initiative aligns with the trilateral Icebreaker Collaboration Effort (ICE Pact) among Finland, the United States, and Canada, which promotes joint development and research in polar technology.
“Our shipyards build the world’s best icebreakers and largest cruise ships,” said Minister of Economic Affairs Sakari Puisto. “We also have an extensive subcontractor and partner network that together make a unique package.”
Minister of Transport and Communications Lulu Ranne said the deal cements Finland’s global reputation as a leader in maritime technology.
“The signing of this memorandum of understanding is a concrete step that further deepens our countries’ partnership in icebreakers,” Ranne said. “This is a strong recognition of Finland’s rock-solid maritime and icebreaker expertise.”
Officials said the cooperation would extend beyond shipbuilding to include the development of competence, technology transfer, and joint Arctic research, ensuring long-term collaboration between Finnish and American industries.
