The report was submitted in 2012 by a committee headed by Steve Oronsaye, the former Head of Service of the Federation.
The report aimed to reduce the cost of governance and enhance efficiency in the public sector.
However, the report was not fully implemented by the previous administrations of Goodluck Jonathan and Muhammadu Buhari.
Recently, President Bola Tinubu has ordered the full implementation of the report, signaling significant changes in the government structure.

Agencies to be Scrapped:
- Pension Transitional Arrangement Directorate (PTAD):Â Functions to be transferred to the Federal Ministry of Finance.
- National Senior Secondary Education Commission (NSSEC):Â Functions to be transferred to the department of Basic and Secondary Education in the Federal Ministry of Education.
Agencies to be Merged:
- National Agency for the Control of Aids (NACA):Â To merge under the Centre for Disease Control in the Federal Ministry of Health.
- National Emergency Agency (NEMA):Â To merge with the National Commission for Refugee, Migration, and Internally Displaced Persons (NCFRMI).
- Directorate of Technical Cooperation in Africa (DTCA):Â To merge with the Directorate of Technical Aid (DTAC) and function as a department in the Ministry of Foreign Affairs.
- Infrastructure Concession and Regulatory Commission (ICRC):Â To merge with the Bureau for Public Enterprise (BPE).
- Nigerian Investment Promotion Commission (NIPC):Â To merge with the Nigerian Export Promotion Council (NEPC).
- National Agency for Science and Engineering Infrastructure (NASENI):Â To merge with the National Centre for Agriculture Mechanization (NCAM) and Project Development Institute (PRODA).
- National Biotechnology Development Agency (NABDA):Â To merge with the National Centre for Genetic Resources and Biotechnology (NACGRAB).
- National Institute for Leather Science Technology (NILEST):Â To merge with the National Institute for Chemical Technology (NARICT).
- Nomadic Education Commission (NEC):Â To merge with the National Commission for Mass Literacy, Adult Education, and Non-Formal Education.
- Federal Radio Corporation (FRCN):Â To merge with the Voice of Nigeria (VON), among others.
Agencies to be Subsumed:
- Service Compact with all Nigerians (SERVICOM):Â To function as a department under the Bureau for Public Service Reforms (BPSR).
- Border Communities Development Agency (BCDA):Â To function as a department under the National Boundary Commission (NBC).
- National Salaries, Income, and Wages Commissioned (NSIWC):Â To be subsumed into the Revenue Mobilization & Fiscal Allocation Commission (RMAFC), and others.
Agencies to be Relocated:
- Niger Delta Power Holding Company (NDHC):Â To be relocated to the Ministry of Power.
- National Agricultural Land Development Agency (NALDA):Â To be relocated to the Federal Ministry of Agriculture and Food Security, and others.
