Nigerian Upstream Regulatory Commission Plans Relocation to Lagos Despite N70 Billion Abuja HQ Investment

In a recent memo titled ‘Movement to Lagos’ and signed by the executive commissioner, corporate services and administration, Kelechi Onyeakachi Ofoegbu, the Nigerian Upstream Regulatory Commission (NUPRC) revealed its intention to relocate certain departments and units from Abuja to Lagos. Despite the substantial investment of N70 billion in building a new headquarters in Abuja, the commission sees the move as necessary for enhancing service delivery and optimizing assets in Lagos. The memo states, “In line with our objectives of improving organizational efficiency, driving industry growth, and managing office accommodation in Abuja, we are exploring the possibility of relocating certain units to Lagos.”

An insider source, however, expressed concerns about the potential disruption in service delivery and staff productivity due to the relocation directive. The source indicated that the decision might have been influenced by the need to consolidate the enactment of the Petroleum Industry Act and ensure seamless implementation. Moreover, the source highlighted the significant financial investment already made in constructing the new headquarters in Abuja, which is nearly 80% complete, raising questions about the additional financial burden of relocating to Lagos.

The source also raised issues regarding the commission’s ability to meet its financial obligations to staff, such as salary payments, allowances, and contributions to cooperative bodies. The relocation decision, amidst these financial challenges, has sparked concerns about its justification and potential validation of allegations of regional marginalization.

Reacting to criticisms and allegations, Minister of Information and National Orientation, Mohammed Idris, defended the relocation plan, emphasizing its potential to enhance operational efficiency and reduce operating costs. However, as the memo circulates on social media, the commission is yet to provide an official response to the growing concerns and criticisms surrounding the proposed relocation.
