NEW DELHI (Chatnewstv.com) — Senior counterterrorism officials from India, Japan, Australia, and the United States concluded a two-day meeting here Friday, condemning recent attacks and committing to deepen cooperation against global and regional terror threats.
The 3rd Quad Counterterrorism Working Group (CTWG) meeting, held in New Delhi on Dec. 4-5, 2025, focused on the evolving terrorism threat landscape, including developments across the Indo-Pacific region. The meeting was part of India’s preparations for hosting the next Quad Summit.
Quad partners “unequivocally condemned terrorism in all its forms and manifestations, including cross-border terrorism,” according to a joint statement released Friday.
The statement specifically referenced the Nov. 10 terror attack near the Red Fort in Delhi and the April 22 Pahalgam terror attack, expressing condolences and urging all U.N. member states to cooperate in bringing the perpetrators, organizers, and financiers to justice.
In his keynote address, Ambassador Sibi George, Secretary (West) for India, underscored the urgent need for a unified approach.
“Ambassador Sibi George… underscored the need for forging a common resolve within the Quad to combat the scourge of terrorism, and urged all Quad members to take the necessary steps to make the Quad CTWG a more resilient, robust, and action-oriented Working Group,” the statement said.
The delegations exchanged assessments on threats and discussed a full spectrum of measures to address existing and emerging challenges, emphasizing the importance of keeping the Indo-Pacific free from terrorism.
To enhance operational readiness, the working group conducted a Tabletop Exercise (TTx) on “Counter Terrorism Operations in the Urban Environment.”
The exercise “provided an opportunity for CT experts to share their best practices and identify potential opportunities for joint operational preparedness to respond to complex terrorist scenarios,” the statement noted.
The meeting followed two workshops hosted by India in September 2025 on countering the use of unmanned aerial vehicles (UAVs) for terrorist purposes and preventing terrorist exploitation of new and emerging technologies for terror financing.
Led by Dr. Vinod Bahade of India, Ms. Gemma Huggins of Australia, Mr. Minami Hiroyuki of Japan, and Ms. Monica Jacobsen of the United States, the partners “reaffirmed their commitment to strengthening cooperation in multilateral fora” and to continued information sharing on terrorists and their proxies.
The Quad partners committed to convening the next CTWG meeting in 2026.
