Soludo Signs Homeland Security Law, Launches ‘Operation Udo Ga-Achi’

AWKA, Nigeria (CHATNEWSTV) — Governor Chukwuma Charles Soludo today signed the Anambra Homeland Security Law 2025 and launched “Operation Udo Ga-Achi”,  a major initiative aimed at strengthening security across the state and addressing rising criminal activities.

In a statement released on Saturday by the state commissioner for information, Law Mefor, the Anambra State government described the new law as a comprehensive framework to enhance community-driven security measures and promote sustainable solutions to the state’s complex security challenges.

According to Governor Soludo, “The Anambra Homeland Security Law 2025 provides the foundation for community participation in security and social re-engineering,”

“‘Operation Udo Ga-Achi’ is a critical intervention that complements regular policing, improves intelligence gathering, and ensures rapid response to threats.”

The law includes the establishment of Agunechemba, a state vigilante network designed to support federal security forces. It also deploys advanced technology such as AI-powered surveillance systems, tracking tools, and a centralized command-and-control center. To further strengthen security, a toll-free state call center will be created to enhance public access to emergency services.

Additionally, the government will offer monthly security grants to communities and incentivize law enforcement by providing a N10 million monthly bonus to police divisions that record no violent crimes.

Governor Soludo emphasized that security is a collective responsibility and urged community leaders to establish local security structures. He called on communities to design and execute tailored restoration programs to eradicate crime in their areas.

The governor also reiterated an amnesty offer to criminals, including kidnappers, cultists, and drug dealers, encouraging them to surrender their arms and embrace rehabilitation.

“Governor Soludo is unwavering in his determination to make Anambra the safest state in Nigeria,” the statement stated.

“The Homeland Security Law and ‘Operation Udo Ga-Achi’ are designed to achieve this goal through innovative and sustainable approaches,” the statement concluded.
