STOCKHOLM (chatnewstv.com) — Sweden’s government on Thursday proposed easing residency rules for foreign doctoral students and researchers while tightening controls to prevent abuse of study permits, in a bid to boost the country’s appeal to global talent and protect the integrity of its migration system.
The bill would expand pathways for researchers and PhD candidates — and their families — to obtain residence permits, including allowing doctoral students to receive permits for research work, speeding eligibility for permanent residency and extending post-study permits to seek employment after completing their programs.
“Attracting more international expertise and talent to Sweden is one of the Government’s top priorities. It’s essential for our competitiveness,” Migration Minister Johan Forssell said. “With today’s decision to improve conditions for international doctoral students, researchers and talent looking to advance their career in Sweden, we’re taking another step in the right direction.”
At the same time, authorities would restrict employment rights for holders of study permits, impose stricter academic-progress requirements and tighten rules for switching from study to work permits. The proposals also expand grounds to withdraw residence permits from family members of students where conditions are not met.
Forssell said the measures aim to ensure that study permits “are only granted to those who actually intend to study, to counteract abuse of the system.”
The legislation also includes a new law establishing specific provisions for granting residence permits in response to the mass displacement of refugees from Ukraine, aligning Sweden’s framework with EU-wide protection measures adopted after Russia’s invasion.
If approved by parliament, the changes would take effect on June 11, 2026.
