U.S Announces $3.9 billion in Direct Budget Support to the Government of Ukraine

In a continued show of solidarity with Ukraine, the United States, through the United States Agency for International Development (USAID), and in coordination with the Department of the Treasury, the Department of State, and the World Bank, has committed $3.9 billion in direct budget support to the Government of Ukraine. This assistance, which comes amid Ukraine’s ongoing defense against Russia’s brutal and unprovoked invasion, further cements the U.S. government’s unwavering commitment to the Ukrainian people.

“This support is critical not only for Ukraine’s immediate defense needs but also for its long-term stability and integration into the European Union,” said a spokesperson for USAID. The official emphasized that the funding is contingent upon Ukraine’s progress in implementing key reforms, including strengthening law enforcement institutions, improving the judiciary’s integrity and efficiency, and bolstering anti-corruption efforts.

The latest disbursement brings the total amount of U.S. direct budget support to Ukraine since 2022 to $26.8 billion. These funds have been vital in ensuring that the Ukrainian government can continue providing essential services, including healthcare, emergency services, and education, even as the country grapples with the severe economic impact of Russia’s aggression.

In order to maintain stringent oversight and accountability, the U.S. direct budget support is disbursed through the World Bank only after Ukraine’s expenses have been verified and reform benchmarks met. USAID has also enlisted Deloitte and KPMG to collaborate with Ukraine’s Ministry of Finance and other government institutions. Their role is to review and advise on the use of these funds, ensuring comprehensive monitoring, reporting, and auditing. “Ensuring oversight of and accountability for U.S. taxpayer dollars is a top priority,” the USAID spokesperson stated, highlighting that the Ukrainian government has been a proactive partner in upholding these standards.

The stakes are high, as Russia’s ongoing assault has not only inflicted immense suffering on the Ukrainian people but has also threatened the nation’s economy and energy infrastructure. The U.S. budget support, along with assistance from other allies and partners, is crucial in enabling Ukraine to maintain its essential services during these challenging times.
