WASHINGTON (Oct. 2, 2024) — The U.S. Department of State has imposed sanctions on four members of the Uganda Police Force (UPF) for their involvement in gross human rights violations, including torture and inhumane treatment.
According to a statement released by Department Spokesperson Matthew Miller on Tuesday, the individuals named are Bob Kagarura, former Wamala Regional Police Commander; Alex Mwine, former District Police Commander of Mitanya; Elly Womanya, former Senior Commissioner and Deputy Director of the UPF’s Criminal Investigations Division; and Hamdani Twesigye, former Deputy Inspector of Police assigned to the Special Investigations Unit (SIU).
“As a result of today’s action, Kagarura, Mwine, Womanya, Twesigye, and their immediate family members are generally ineligible for entry into the United States,” Miller stated.
The sanctions follow reports from Ugandan civil court documents, civil society groups, and independent journalists, all detailing credible accusations of torture and cruel treatment by the officers. The U.S. Department of State emphasized the importance of accountability for human rights violations and reaffirmed its commitment to standing up for the rights of Ugandan citizens.
“This designation highlights the United States’ dedication to promoting justice and advancing the human rights of all Ugandans,” Miller added, underscoring the serious nature of the violations.
The sanctions are part of ongoing U.S. efforts to address human rights abuses around the world.
